Yes, you can participate in the Vehicle Charging TOU program even if you have solar and are enrolled in Net Energy Metering (NEM).
However, any EV charging that occurs during on-peak hours will still be billed at the higher on-peak rate, regardless of whether the electricity comes from your solar system or the grid.
BGE does not have access to individual solar usage and cannot determine the extent to which EV charging is offset by solar generation. Every billing cycle, your utility meter measures total energy consumption (inflow) and excess generation exported to the grid (outflow). As a result, EV charging at home is billed according to when it occurs, on-peak or off-peak, not based on the source of the electricity used.
By enrolling in the Vehicle Charging TOU program, you will receive a Vehicle Charging Adjustment, which includes:
- A credit for charging during off-peak hours
- An incremental charge for charging during on-peak hours
This adjustment is based on the EV charging recorded during your billing period, up to your total billed electricity usage (in kWh).
